Woman arrested and accused of forcing child's head onto crib at daycare, Nassau deputies say – Action News Jax

FERNANDINA BEACH, Fla. — A woman was arrested after deputies say she “forcibly tied” a child to a bed during nap time at a Fernandina Beach daycare.

Kelly Fullwood, 26, of St. Marys, Ga., was arrested Thursday on a charge of child abuse without serious bodily injury, according to an arrest report from the Nassau County Sheriff's Office.

NCSO responded Thursday morning to the Step By Step Learning Center, located at 95734 Amelia Concourse, according to the report.

A father told a deputy he picked up his 3-year-old daughter Tuesday and said she was wearing a different shirt than the one she was dropped off in and had a bruised lip.

The father said he received a note saying the child had a seizure, hit his face on the edge of the bed, bruised his lip and “had a little (sic) blood in his nose” .

The deputy watched surveillance video of the incident, showing Fullwood trying to get the child to take a nap.

Fullwood “used techniques consistent with standard practice such as talking to the child, patting the child on the back, and placing a blanket over the upper half of the child's body,” the arrest report states.

However, the deputy noted, Fullwood “used other techniques that she knew or should have known were unacceptable and could harm the child, such as forcibly restraining the child to bed with her arms, as well as than forcing the child's head down,” the report states.

The deputy saw Fullwood several times, “forcing the child's head down into the bed and holding her there,” the report states.

In the video, according to the report, Fullwood “notices the child's face is bleeding and takes him to another room to clean up.”

NCSO noted in the arrest report that the shirt the child was originally wearing “was not located at the time of this investigation.”

The deputy spoke to Fullwood and read him the Miranda rights. Fullwood's response is blacked out or redacted from the arrest report released by the NCSO.

Fullwood “has been in this profession for over seven years and has completed several continuing education courses” and “knew or should have known that what she was doing could harm the child.”

Fullwood was placed under arrest and as of Thursday evening was still in the Nassau County Jail.
