Wilberto Casillas dead Front Street crash involving motorcyclist and stolen car kills man in Philadelphia's Hunting Park section

PHILADELPHIA (WPVI) — Five teenagers are in custody, including one who faces a murder charge, in connection with a stolen car crash that killed a motorcyclist in Philadelphia.

At a news conference Monday, Philadelphia District Attorney Larry Krasner identified the 17-year-old driver of the stolen vehicle as Bryce Neely.

Neely will face 11 total offenses, eight of which are felonies. Some of these charges include third-degree murder, vehicular homicide, and theft.

Officers say the collision happened on Front Street at Hunting Park Avenue around 8 p.m.

Officers say a stolen Kia SUV was traveling north on Front Street when it ran a red light and struck a silver Harley Davidson motorcycle traveling west on Hunting Park Avenue. The crumpled motorcycle slid several meters before stopping.

“The driver of the (stolen) motor vehicle slowed down but did not stop at a number of traffic devices and turned on several lights before the location where the fatal accident occurred,” noted Deputy Prosecutor Anthony Voci during the press conference.

Investigators later learned the Kia had been reported stolen Monday in Northeast Philadelphia.

The driver of the motorcycle, identified as Wilberto Casillas, 55, of Philadelphia, was pronounced dead at the scene. Investigators say he did not appear to be wearing a helmet.

The video shows the moments before the fatal accident.

Krasner wouldn't say whether officers were chasing the five teens in the stolen Kia, but we see a lot of that on video.

In new surveillance video released Monday, a small white Kia SUV matching the description of the suspect vehicle is seen making a right turn onto Front Street from Erie Avenue minutes before the fatal collision.

The Kia was closely followed by three police cars and a van, all lit up.

In a statement released Monday evening, authorities announced that two Philadelphia officers who responded to the incident had been placed on administrative duty as the department investigated what happened before the crash.

However, after the collision, the Kia continued on Front Street for approximately 1,000 feet before stopping. Then, the driver and other occupants of the car fled the scene on foot, according to investigators.

Small told Action News that officers were on scene moments after the crash.

“Some officers immediately went to help the driver of the motorcycle because they realized he was lying on the highway,” Small said. “Some officers went to help the driver and other officers chased the juveniles who had fled the Kia on foot. They did an excellent job and apprehended all five of them.”

Police say they chased five juveniles on foot for about two blocks.

That’s when Neely was taken into custody.

The other teenagers, all women aged 14 to 17, were also apprehended. They all face charges of receiving stolen property, conspiracy, evading arrest and unauthorized use of a motor vehicle.

Investigators later learned the Kia was reported stolen Monday in Northeast Philadelphia and are looking into whether it was a similar situation to the “Kia Boys” challenge, where people were stealing older Kia models.

People who knew the motorcyclist were emotional at the scene. They were seen hugging and crying as police investigated.

“He's a strong man, he's someone who didn't deserve something so tragic and public,” noted Emerald Martez, a close friend of the victim's family, who called him Uncle Will.

“He’s not one of those riders who speeds, runs red lights or red lights,” Martez added.

According to Krasner, Casillas left behind a wife and a daughter. Martez also said the victim was a grandfather.
