A deputy in a marked patrol car initiated a pursuit while awaiting confirmation that the helicopter was overhead and locked on to the suspect vehicle.

Streck said Sheriff's Office policy allows chases in conjunction with air support because of success in arresting fleeing suspects who believe the pursuit is over and slow down or abandon the car and run on foot.

“That was the plan for this incident,” Streck said.

Video from the deputy's dash cam released last Tuesday shows Hutchins begin to stop several times, then take off. It also shows the white SUV lost its right rear tire and spun on State Road 49, crashing or nearly hitting another car before continuing its flight south on State Road 49 .

“The driver accelerated, ran the red light at West Third Street and narrowly missed several stopped vehicles. The vehicle struck a BMV convertible that was heading east on US 35. The BMW was forced into the westbound lane, where it struck a black pickup truck. The driver of the BMW was ejected from the vehicle. Although officers immediately provided aid and requested nearby firefighters and medics, the driver and sole occupant of the BMW was transported to a local hospital where he succumbed to his injuries,” Streck said.

The sheriff said Hutchins did not have a license and did not own the SUV she was driving. She was also charged several times for driving without a valid license.

The most recent charge related to a hit-and-run accident that occurred June 10, 2023, in Trotwood, in which she did not have a valid license, according to Montgomery County Municipal Court records.
