The Kearney City Council approves several actions for commercial and residential land near Antelope Avenue. 1340 KGFW

KEARNEY — The Kearney City Council has approved several actions related to the Saadi First Addition near 39th Street and Antelope Avenue that will allow for the construction of commercial and residential lots.

Craig Bennett of Miller & Associates appeared on behalf of plaintiff Camil Saadi of WinStar Enterprise, LLC.

Actions considered by the City Council included a future land use map amendment, rezonings, a preliminary plan, a final plan and an annexation located on the northwest corner of 39th Street and Avenue Antelope.

The property is located within the two-mile extraterritorial jurisdiction and is adjacent to the Kearney city limits. The land is currently underexploited.

The addition would have Adams Avenue running north-south through the property, while 41st, possibly 43rd and 45th Streets would run east and west through the area.

South of 41st Street and north of 39th Street there would be three commercial lots on the southeast corner. North of 41st Street and south of possible 43rd Street would be 14 residential lots.

North of possible 43rd Street and south of 45th Street, there would be 14 additional residential lots and two commercial lots. North of 45th Street, there will be a dead end surrounded by 10 residential lots and one commercial lot will be on the east side.

Bennet said depending on future development, 43rd Street may or may not be required to pass through the property, but 41st and 45th will be necessary.

There will be an initial phase of development that will include as far north as possible on 43rd Street and this is included in the final plat. The preliminary dish includes the entire addition.

Bennett said the strip of land spans 39 acres in total and there would be 21 acres under consideration for annexation.

Future land use changes would change 13 acres to Medium Density Residential, MDR.

The rezoning would include various changes from the AG District to C2, which allows some residential uses, many civic, office and commercial uses and limited industrial uses, C3 and R-2 which allows single-family residential uses, duplexes, houses in row and civic uses. including guest rooms.

The Saadi First preliminary land contains 36.14 acres which will be divided into 48 lots.

“This addition will be developed in two phases. The final land for Saadi First contains 17.82 acres which will be divided into 21 lots in the first phase of the development. The residential lots (Block 2, Lots 1-7 and Block 1, Lots 1-7) range in size from 10,800 square feet to 12,164 square feet. The remaining commercial lots range in size from 31,038 square feet to 108,795 square feet,” according to the City of Kearney.

The area to be annexed is 21 acres and is contiguous to the corporation boundaries and can be served by public infrastructure.

City staff recommends approval of FLU amendments, rezonings, preliminary plan, final plan and annexation. The planning commission had also forwarded the plans with their approval.

Council members had a few questions regarding water drainage at the site and right-of-way near the intersection of Antelope Avenue and 39th Street, which Bennett was able to answer.

“East Kearney will replace quickly and we appreciate developers building more homes to serve our growing town,” Councilmember Jonathan Nikkila said after the meeting in a meeting recap.

The board approved all actions related to Saadi’s first addition.
