The EU has identified aid to Ukraine as a key security priority: the bloc will supply weapons and sign a security agreement.

The Council of the EU approved five key EU security and defense priorities amid a combination of challenges, such as Russia's war against Ukraine and growing tensions in the Middle East and other regions. The priority is to support Ukraine and continue to provide it with all necessary political, financial, military and other support for as long as necessary. The EU will use all tools, including the European Peace Fund (EPF) Ukraine Aid Fund, as well as training and advice through the EU Military Assistance Mission in support for Ukraine. The bloc also highlighted the EU's future signing of security commitments to Ukraine and the supply of munitions, missiles, air defense, drones and artillery. Other priorities include ensuring the availability of defense products and strengthening the EU's defense technological and industrial base, fully implementing the potential for rapid deployment of the bloc's collective forces by 2025 and strengthening the response to hybrid threats.
