Council member Joanne Ariola said the boys were likely swept away by a rip current.

“A rip current is a challenge for even the most experienced surfer-swimmer. If you take someone who thinks they are a great swimmer and a rip current comes into the water and a rip current can catch them if you don't know how to navigate a rip current “, said Ariola.

According to Ariola, the lifeguard was not on duty when the teens entered the water. She said a lack of interest in becoming a lifeguard is a challenge in her district.

“We struggle every year to certify and become certified lifeguards on our beaches, whether federal or municipal,” Ariola said.

People in the community react to the news about the teenagers.

“It’s horrible and sad and it happens several times a year here,” said resident Sigourney Rush.

“I think we need mandatory swim instruction and it should be paid for in New York City public schools,” said resident Kathy Havlick.

Jacob Riis Park is a national park and not an urban park.

The Parks Department said if someone is caught in a rip current, don't panic, try to stay calm and swim parallel to the shore.
