Teenager handed gun to woman who fired during argument at riverside park

DAVENPORT, Iowa (KWQC) – A woman fired a .40 caliber gun multiple times during a fight in Centennial Park that was witnessed by several people, including an off-duty officer, police say.

Davenport police arrested Shebra Waters, 42, and Terry Waters, 17, after shots were fired in Centennial Park Tuesday at 7:13 p.m.

Shebra Waters was charged with assault with a deadly weapon, felon in possession of a firearm and intimidation with a dangerous weapon with intent to injure. She is being held at the Scott County Jail on $10,000 cash-only bail.

Terry Waters was also charged with assault with a deadly weapon and intimidation with a dangerous weapon. He is in the juvenile detention center.

According to arrest affidavits, Shebra Waters and Terry Waters were arguing with two other people when Terry pointed the gun at someone. He passed the gun to Shebra, who then fired several times.

Police said Shebra Waters pointed a .40 caliber pistol at a person and fired multiple times. It was overhead and was seen by several witnesses, including an off-duty officer.

Shebra Waters and Terry Waters then left in a beige Chevrolet Suburban and threw the gun out the window, according to the affidavit.

The police then recovered the firearm.

There were no injuries.

The park is near Modern Woodmen Park, which hosted a River Bandits game. Davenport Police said they coordinated with Quad City River Bandits personnel throughout the incident.

Preliminary hearings for both will be held June 7 at 10 a.m. at the Scott County Courthouse.

The investigation is ongoing, police said.
