Suspect to be sentenced in 2021 Henrico shooting that left 16-year-old dead

HENRICO COUNTY, Va. (WRIC) — A man will be arraigned Friday morning in Henrico County Circuit Court in connection with a shooting that left a woman dead. 16 years old and left one man injured.

Trevon Chappell, one of the three suspects, was 18 years old when he was arrested and charged in connection with the incident at White Oak Mall on July 3, 2021.

The incident was the first in a series of three shootings that took place during the Fourth of July weekend that year.

According to online court documents, Chappell faces two counts of involuntary manslaughter and unlawful shooting into an occupied building.

Court records show he had previously been charged with murder not punishable by death, maliciously discharging a firearm into an occupied building and using a firearm in the commission of 'a crime.

The first two charges were amended and the third was dropped.

Henrico police received a call about a shooting around 5:30 p.m. They arrived to a “chaotic scene” at the NOLA by Nisha store at the mall and discovered that the 16-year-old girl – identified as Jamirah by her aunt to 8News crews – had died from her injuries. Another man who was shot was taken to a hospital for treatment.

The other two suspects charged in connection with this shooting are Jihad Arlik Ruffin and a juvenile.

The juvenile was charged with shooting into an occupied building, murder, possession of a firearm while under 18 and use of a firearm in the commission of a felony.

Ruffin will be sentenced in December 2023 and was convicted of second-degree murder, maliciously discharging a firearm into an occupied building, and using a firearm in the commission of a felony.

Chappell's sentencing hearing is at 11 a.m.
