State shuts down Houston massage parlor over suspected human trafficking

HOUSTON (KIAH) – A Spring massage therapy center is suspected of human trafficking activity. The Texas Department of Licensing and Regulation (TDLR) has issued an emergency closure for Hsin Wei Chen and Foot Reflexology Star. This is the first shutdown ordered by the agency under House Bill 3579, which allows the executive director to issue an emergency order halting the operation of any massage establishment if he or she suspects drug trafficking. TDLR detectives went to the massage parlor on Spring Cypress Road and found evidence supporting the allegation of human trafficking at the establishment. It later turned out that the owner had a similar case with the agency.
