St. Charles committee to hear pitch for 'Fox Haven' near Charlestowne Mall

A St. Charles City Council committee will review plans Monday for Fox Haven Square, a proposed restaurant, retail and entertainment development near the Charlestowne Mall.

The St. Charles City Council's planning and development committee is scheduled to review plans Monday for a proposed commercial development near the Charlestowne Mall on the city's east side.

The proposed development, known as Fox Haven Square, would be built on the vacant 7.5-acre lot near the northeast corner of Kirk Road and Route 64, just west of the Charlestowne Mall , between Jewel-Osco and the existing bank and the former On The. Border buildings.

Plans call for four buildings around a central plaza that would house a mix of restaurants, retail and entertainment, including an indoor pickleball complex.

The three buildings on the east side of the lot would be a mix of restaurants and commercial spaces, each between 1,400 and 2,600 square feet, surrounding an outdoor dining area, community plaza and drop-off area. valet. The fourth building would be a two-story, 20,000-square-foot indoor pickleball facility and restaurant located on the southwest side of the court.

The development would be accessible via the existing driveways of Route 64 from the south and Kirk Road from the west. The existing north-south access road between Route 64 and Jewel-Osco would be maintained and a new east-west access road connecting Kirk Road to the Charlestowne Mall site would be constructed.

Petitioners Jason Golub and Jon Grzywa, an architect and civil engineer with Ware Malcomb, made a presentation to the city's plan commission last week on behalf of Bartlett-based developer Greco Investment Management LLC.

Greco also owns the Pheasant Run Industrial Park, the Royal Fox Country Club and several other industrial, commercial and office properties in the Fox Valley area. Grzywa said the Greco team is also in the process of acquiring the Jewel-Osco building to the north of the development.

They told commission members they aim to attract notable Chicago-based restaurants Parlor Pizza Bar and Hampton Social, as well as a Mexican restaurant and Local Burger.

“I think it’s a great opportunity to expand downtown St. Charles into this wonderful retail/restaurant complex that we’ve designed,” Golub said.

They hope to have the first businesses operating in Fox Haven Square by September 2025.

Commission members expressed concerns about the pickleball facility's metal siding and landscaping plans, which do not meet zoning requirements. Other concerns included impacts on traffic and parking.

Plan Commission members recommended approval of the preliminary plans in a unanimous vote, subject to changes based on staff comments.
