Springfield increases restrictions on massage parlors to combat human trafficking | Best Stories

SPRINGFIELD, Ill. (WAND) – This week, the Springfield City Council approved an ordinance requiring massage parlors to register with the city. City leaders have cited concerns about human trafficking, including a federal investigation at one location in the city.

Under the new order, salons that fail to register will face daily fines and other consequences.

“It costs between $250 and $750 per day of operating without a permit,” said Greg Moredock, legal counsel for the city of Springfield. “In addition to that, we have the ability to prohibit the occupancy of any building being used in violation of this ordinance. So not only can we find them, but we can immediately prohibit individuals from residing or being in those buildings, which is even stronger.” than our zoning code currently allows.

This rule is in addition to Illinois' licensing requirement for massage therapists.

Carol Merna, CEO of the Center for Abuse Prevention, says massage parlors are one of the top industries used for human trafficking. She said in Sangamon County alone, there are 30 illicit massage establishments.

“Cities need some local oversight to make sure they are reputable businesses and that they are safe for the people who work there and the customers who use them,” Merna said. “We see a lot of victims working there…many of whom are from Korea or China.”

She added that these victims are also forced to enter the country thinking they will get legitimate employment. They are then told that if they tell the police they have been trafficked, they will be deported.

“There are approximately 9,000 illicit massage establishments across the country, and in terms of profits, they generate approximately $2.5 billion per year in illicit funds,” Merna said. “Massage centers engage in sex work, which is a heinous crime and a violation of human rights. »

Ward 8 Alderwoman Erin Conley said these fines would not be randomly imposed on legitimate businesses. The city will contact businesses to ensure they know how to comply.
