Skowhegan man arrested for sexual abuse of minors

SKOWHEGAN — A local man remained in jail Wednesday after being arrested last week on charges he sexually abused two teenage girls, police said.

Douglas Perkins, 31, of Skowhegan and Mercer, faces five Class C felony counts of sexual abuse of a minor in connection with the alleged incidents, court records show. He was arrested June 26.

Perkins appeared Friday in Somerset County Unified Criminal Court in Skowhegan, a court clerk said. He was being held Wednesday in the Somerset County Jail in Madison, with cash bail set at $5,000.

According to an affidavit filed in court by Detective Sergeant Kelly Hooper of the Skowhegan Police Department, the investigation began in February when a family member of one of the alleged victims made a report to police.

In a subsequent interview on Feb. 28 with an employee of the Children's Advocacy Center of Kennebec and Somerset Counties in Waterville, one of the alleged victims said she had a sexual relationship with Perkins, according to Hooper's affidavit. The alleged victim was 14 at the time of the reported sexual abuse.

The Children's Advocacy Center is a program of the Sexual Assault Crisis & Support Center, according to its website. Its multidisciplinary team provides a coordinated assessment of children after allegations of sexual abuse.

The other alleged victim then told a Children’s Advocacy Center employee about several sexual encounters she had with Perkins in 2023 and 2024, Hooper wrote in the affidavit. The alleged victim, who is related to Perkins’ girlfriend and was friends with the other alleged victim, was 14 and 15 at the time of the reported incidents, according to the affidavit.

The Morning Sentinel does not identify alleged victims of sexual abuse without their consent and does not report certain details about the alleged crimes included in court records to protect their identities.

The alleged incidents involving Perkins occurred in Skowhegan and Mercer, according to court records. The court complaint states that the alleged sexual abuse against one of the alleged victims, which amounts to four counts, occurred between Aug. 1, 2023, and Feb. 27, 2024.

The sexual abuse charge against the second alleged victim occurred in February, according to the complaint.

One of the alleged victims told investigators she was “paralyzed with fear” during the alleged sexual abuse, Hooper wrote in the affidavit.

The other alleged victim said she felt “very uncomfortable” during the alleged sexual abuse and said Perkins' alleged actions made her want to vomit, according to the affidavit.

In a March 27 interview with Hooper, Perkins denied all but one of the alleged incidents, in which he said he was drunk and asleep, according to the affidavit.

Perkins told Hooper in the interview that “the girls probably got together” and came up with an elaborate story “to get me in trouble.”

Perkins is due back in court Aug. 28. He has not yet been charged, according to court documents.
