Palmieri was chosen from among seven potential applicants for the project, from a list that included Tempe-based Oliver Industries, Yuma-based DWD Construction, Kingman-based TR Orr and Protek Construction; and Flagstaff-based Woodruff.

County officials evaluated bids for the project beginning May 21. The highest of these bids was offered by Protek Construction, at $2.4 million. Palmieri offered the lowest bid in this process, at $936,878. County officials found no conflicts of interest in any of the proposed contracts during their evaluation.

Plans have remained in motion since at least 2019 to demolish or abandon the existing sheriff's substation at 3500 State Route 95, citing cramped conditions, lack of office space and no connection to sewer lines from the city. Last year, Schuster was considering building a new facility at the same address, at an estimated cost of $5.3 million. But the availability of the new Showplace Avenue location provided a modern, less expensive alternative for county residents and law enforcement.

The new facility provides 7,000 square feet of office space to be built out as construction continues, with an additional 5,000 square feet of space for evidence, vehicle and equipment storage.

The Mohave County Board of Supervisors is scheduled to vote Monday on whether to approve the use of $1 million in state funding for facility improvements at the board's next meeting in Kingman.
