  • Major crime charges after year-long investigation into Rockland County smoke shops

ROCKLAND COUNTY, NY – Rockland County Prosecutor Thomas E. Walsh II announced the arrests of four individuals and the indictments of five companies following an extensive year-long investigation into local smoke shops. This operation was conducted in partnership with federal, state and local law enforcement.

On March 4, authorities executed search warrants at seven locations in Rockland County, including two smoke shops each in the towns of Clarkstown and Orangetown, one in the village of Suffern, and additional locations at another business and a private residence in Clarkstown. These searches resulted in the seizure of more than $400,000 and more than 170 pounds of cannabis from five Zava brand stores, none of which held a license to sell cannabis in New York State.

The arrested individuals, Ibrahim Alfalahi, Abdo Alquhshi, Sadek Alfalahi and Fateh Ahmed Alhajjaji, all face charges of criminal tax evasion. Notably, Ibrahim Alfalahi faces one count of third-degree criminal tax fraud and five counts of second-degree criminal tax fraud.

Additionally, five companies operating under the Zava brand in different locations throughout Rockland County are charged with second-degree criminal tax fraud.

The investigation initially began following allegations that these smoke shops were selling cannabis to minors. This investigation then expanded to uncover significant tax irregularities associated with these companies. District Attorney Walsh highlighted the commitment to legal business operations in Rockland County and praised the collaborative efforts of Homeland Security Investigations, the New York State Department of Taxation and Finance, the Bureau Cannabis Management and local police departments from Clarkstown, Orangetown and Suffern for their roles in this investigation.
