Prolific Shoplifter Among 14 Arrested During North End Retail Theft Mission (Photo)

Another retail theft mission resulted in numerous arrests, including that of a prolific shoplifter who had active warrants for his arrest in previous theft cases.

On Friday, May 24, 2024, officers assigned to the North Precinct, K9 Unit and Air Support Unit conducted a retail product theft mission, part of an ongoing effort to combat organized retail theft and other associated crimes. During the mission, agents focused on the Cascade Station shopping center in collaboration with business partners. The mission resulted in the arrest of 14 people and the issuance of 16 arrest warrants.

A woman, Pamala R. McIntosh, aka Pamala Fleming-Parton, 41, was arrested at the Old Navy store on six outstanding warrants, all for first, second and third degree theft, in the counties of Multnomah, Clackamas and Washington. . She also has nine pending theft cases.

Retail Theft Missions work directly with our business partners to identify, apprehend and work to prosecute these offenders. After each retail theft mission, agents follow up and work closely with the Multnomah County Prosecutor's Office (MCDA) to ensure prosecutions of these cases.

Retail theft is often more than just shoplifting items intended for personal use. Many suspects are involved in organized theft rings, stealing items that can easily be sold for cash on the secondary market or returned to stores for a “refund.” Returning or attempting to return stolen property, regardless of its value, constitutes a Class C felony ( ).

In many cases, these individuals are involved in criminal activities that go well beyond retail theft, including illegal firearm possession, drug possession and distribution, vehicle theft, and more. Additionally, combatting theft preserves the viability of retail businesses that serve the Portland community. Therefore, these missions contribute greatly to improving habitability in the region. Mission commanders analyze theft and other crime data to focus their missions on the neighborhoods most affected by these crimes, which are often large commercial complexes. PPB recognizes that local small businesses are also impacted by retail theft and we believe and aim that arresting and holding prolific thieves accountable will help reduce these crimes for the entire business community.
