Portland woman escapes kidnapping by jumping from moving car, suspect arrested

A woman is recovering today after jumping from a moving car to escape a kidnapping, police said.

The Portland Police Bureau (PPB) said they were dispatched to the area of Southeast 112th Avenue and Southeast Lincoln Street at 1:39 a.m. Friday on a report of a woman screaming and a man was running away.

When police arrived, they found the 47-year-old woman hiding in an alley.

The woman reported to police that the suspect, whom she did not know, stopped her car near 146th Avenue Southeast and Division Street Southeast and offered her a ride home.

According to a press release from PPB, when the woman and the suspect arrived at Southeast 112th Avenue and Southeast Division Street, the victim opened her door to go out. The suspect then allegedly accelerated so that the woman could not get out of the car.

The woman then began to fight with the man driving the car, after which he punched her in the face. After struggling, the woman managed to jump out of the moving car. Police say she was injured in the fall, but was able to escape. She was treated by emergency services on site for cuts and bruises.

The suspect, who police later identified as Ra Fet, 25, fled the scene, but investigators distributed a description of the suspect's vehicle to officers who were actively searching for him.

A police officer spotted the suspect at 2:21 a.m. in his car stopped at the corner of Northeast 82nd Avenue and Northeast Beech Street.

PPB says Ra Fet was arrested and booked into the Multnomah County Detention Center on charges of first-degree kidnapping, first-degree sexual abuse, coercion, threatening, fourth-degree assault, reckless driving and recklessly endangering another person.

Police are urging anyone with information about this crime or crimes committed by Ra Fet to email [email protected] with case number 24-133625.
