Police find bus full of neglected animals near New Oxford

Dozens of animals were rescued from inside a school bus and trailer that became disabled on the side of the road in Adams County, according to a news release from the Adams County SPCA and officials of the police.

Police stumbled upon the scene inside a private school bus after being called to a broken down bus near the intersection of Hanover Road and Red Hill Road in Oxford Township on Saturday, June 15, a said Eastern Adams Regional Police Department Chief Francis Staab.

When officers arrived, inside the bus, as well as in a trailer it was pulling, they found dozens of animals in various states of neglect, according to a statement from the Adams County SPCA, which intervened on the scene.

“To say this was a horrible situation is an understatement,” the SPCA said in the release. Photos of the interior of the bus and trailer show deplorable conditions, with dirt covering the animals and contents of the bus.

The occupant of the bus, Shawn Hirschbine, 50, of Orchard Park, New York, was arrested on outstanding child pornography warrants from the state of West Virginia, Staab said .

The animals inside included more than 30 birds consisting of chickens, roosters, ducks and turkeys, as well as four dogs, a bull and a pony, the SPCA said.

The birds were fed to the dogs, the SPCA said in the release. The bull and pony were allegedly used for bestiality in “another state,” according to the SPCA. Staab said it is not yet clear whether this crime took place in Eastern Adams' jurisdiction, but an investigation is underway.

A friend of Hirschbine's, who was also on the bus, was not arrested and was not charged.

The incident and conditions found inside the bus are under investigation by Eastern Adams Regional Police and the Adams County SPCA, Staab said.

Because the bus is on private property, Eastern Adams police are awaiting contact from the owner in order to tow the bus and trailer from the location, Staab said.

Dirt remained visible around the bus's doors and windows Monday morning, as the bus remained vacant along the roadway. An empty cage was seen, with two nitrile gloves inside, a short distance from the bus.

The bus has a Georgia license plate and the trailer has a Florida license plate. A number on the side of the bus and trailer tells people to call a number associated with Hirschbine for “24 hour tires + shows.”

It doesn't appear to be the first time Hirschbine has been caught neglecting animals.

In August 2022, in Orchard Park, New York, the Erie County, New York SPCA was called to an almost identical situation.

When Orchard Park police arrived at the scene of a private vehicle pulling the same trailer found in Oxford Township on Saturday, they found two sheep, a cow and a horse inside. deplorable conditions.”

In this case, when the police and SPCA came to seize the animals, Hirschbine allegedly began to physically resist the officers and was placed under arrest.

The incident prompted the closure of the Adams County SPCA as it deals with the massive influx of animals in desperate need of help, and donations can be made to the Adams County SPCA at his website to help with animals.

At this time, the animals are not yet available for adoption, the SPCA said, because they are receiving medical care.
