A man wanted by ICE was arrested on a Cape Cod beach after a woman told police he performed a lewd act in front of her Monday, Barnstable police reported.

Cesar Perez-Velazquez also allegedly gave agents a false name when booking: “Pedro Martinez.”

The 28-year-old was charged with gross and open lewdness, misleading a police officer and being a fugitive under a previous New Hampshire court warrant. He was also wanted by an ICE detainer.

After 7:30 p.m. Monday, police received a report from a woman at Kalmus Beach in Hyannis that a man had exposed his genitals to her and committed a lewd act, according to the arrest report. When police arrived, the woman allegedly showed officers photos of the incident on her phone and told them where she saw him.

Police located Perez-Velazquez, who matched the suspect's description and images, still on the beach, the report states. The suspect reportedly denied the allegations and refused to cooperate, leading police to pick him up by his armpits and drag him across the sand until they reached the parking lot.

The middle button of his pants was still undone when he was placed in the patrol vehicle, officers said in the arrest report.

Pérez-Velazquez gave officers a false name when booking, “Pedro Martinez,” the arrest report states. Officers discovered his true identity after taking his fingerprints.
