CINCINNATI (WXIX) – One man is in custody and another is recovering after a shooting near Findlay Market Sunday afternoon.

Police were dispatched to the 1800 block of Elm Street shortly after 2:30 p.m. after receiving reports of a man shot, Lt. Jonathan Cunningham said.

A portion of Findlay Street near Findlay Market was closed during the investigation but has since reopened, police said.

Business owners on Elm Street said Sunday was one of their busiest days and many people were taking advantage of the Findlay Market when it happened.

Bradley Hughes and Gavin Taylor work at businesses in the Findlay Market area. They were at work when they heard gunshots.

“I heard: 'Bam, bam!' ' maybe four bams, and I looked over there and I saw a person on the ground, and I saw a person on the other side saying, 'Lie on your back!' Lie on your back,' and then another car moved in front and then all of a sudden the police were coming all around us,” Bradley Hughes recalled.

“I saw the person who was shot; it looked like he had been shot in the thigh and knee area,” Taylor said. “I actually saw them loading him into the ambulance; I hope he is well.

Taylor said after hearing the gunshots, he ran to see what was happening.

“A few people came running up and looked at the stores there,” he said. “People are running in that direction, a lot of people are closing their doors, just a really chaotic scene in 30 seconds.”

Elijah Fidder said his family was getting out of their car when they heard the gunshots. They headed to Findlay Market.

FIdder said he saw police on Elm Street and says their quick response helped calm the crowd.

“The response was quick, as the officers ran, it was a controlled run,” says Fidder. “It was, 'We have this action plan, we're prepared for this.'”

Taylor says he finds it hard to believe it happened right outside his workplace.

“The shock of being here and hearing something like this happen, you never really think it's going to happen until it happens. It scares me a little, but I love it here,” he says.

Lt. Cunningham said the victim was transported to University Hospital and is in stable condition.

Cunningham also said that shortly after the incident, police arrested Ralph Burnette, 25, for felonious assault in connection with the shooting.
