Man dies after being arrested and electrocuted by Riverside County sheriff's deputies

Sheriff says man was uncooperative

A 46-year-old Moreno Valley man died this week after Riverside County sheriff's deputies forcibly arrested him and used a Taser on him, authorities said.

Joseph Gloria, who the sheriff's department said was suspected of being under the influence of methamphetamine, had threatened his family members and would not cooperate with deputies, sheriff's sergeant Jarred Bishop said in a news release about the death.

Gloria suffered apparent heart failure moments after she was arrested in the predawn hours Wednesday at her mother's property in the 22000 block of Country Gate Road, next to Box Springs Mountain Preserve Park, according to the Riverside County Sheriff's Department.

Bishop said patrol officers were called to the residence after Gloria's relatives contacted 911, saying he had used methamphetamine and “threatened family members with a wooden rod.”

“After speaking with Gloria’s mother, officers determined that he had committed multiple offenses and would be taken into custody,” Bishop said.

Deputies attempted to speak with Gloria inside the home, but he was “uncooperative and refused to comply with deputies' instructions,” the sergeant said.

He said deputies kept trying to convince Gloria to surrender peacefully. However, he refused and “aggressively advanced toward the deputies,” Bishop said.

He added: “The deputies deployed a Taser to stop Gloria from assaulting them. After a brief struggle, the officers were able to handcuff Gloria and arrest her. Several minutes after being handcuffed, he became unresponsive.

Deputies began administering CPR and requested assistance from county fire paramedics, who attempted resuscitation, but were unsuccessful. Gloria was pronounced dead at the scene.

An autopsy was expected Thursday.

The names of the deputies involved have not been released. The Sheriff's Investigative Services, whose staff is coordinated with prosecutors, was in charge of the investigation.
