Man convicted of murder in 2022 fatal shooting in Northeast Portland

PORTLAND, Oregon (KOIN) — A man has been convicted of murder in a 2022 shooting in Northeast Portland that left one person dead, another injured and a third shot.

According to the Multnomah County District Attorney's Office, a jury found Isai Ramos Damian, 24, guilty He was arrested Wednesday on second-degree murder and other charges. He was arrested in Gresham by U.S. Marshals in February 2023.


The Portland Police Department previously identified the woman who died in the shooting as Gladis Mendoza-Hernandez, 42 years old.

The initial incident occurred on July 6, 2022, with PPB officers responding at 11:22 p.m. to reports of a shooting near East Burnside Street and Northeast 148th Avenue. Once on scene, officers said they found a woman, later identified as Mendoza-Hernandez, dead and a male victim nearby. The man, later identified as Brandon Dunn, was rushed to a nearby hospital with non-life-threatening gunshot wounds to his lower extremities and was later released.

The prosecutor's office said a third victim, Ricardo Torres, was also shot by Ramos Damian, who allegedly opened fire as he drove past the three people in his vehicle. It is unclear whether Torres was injured.

A 12-person jury convicted Ramos Damian of second-degree murder with a firearm, second-degree assault with a firearm, four counts of unlawful use of a weapon with a firearm and two counts of attempted first-degree murder with a firearm.

Ramos Damian, who remains in custody in Multnomah County, is scheduled to be sentenced July 12.
