Man arrested after low-speed chase and standoff in Santa Cruz County

APTOS — Authorities have arrested a 36-year-old man who led law enforcement on a low-speed chase and vehicle confrontation earlier this week.

The California Highway Patrol responded to a call about a man in a Ford F-150 pickup truck making verbal threats shortly before 12:30 a.m. Monday at a location behind the agency's office on Soquel Drive. According to emergency radio traffic, the man, later identified as Kyle Roswall, was known to CHP officers and had previously been verbally warned to stay away from the location. Roswall had guns registered in his name, leading officers to issue a safety warning, according to officers involved in the chase. The Santa Cruz County Sheriff's Office took over as the lead agency during the chase without yielding the right of way, according to CHP Officer Israel Murillo.

The police pursuit was halted for a lengthy period in Rio del Mar, near Clubhouse and St. Andrews Drives, where Roswall allegedly refused to exit his truck when ordered by officers, despite de-escalation efforts. The Santa Cruz Police Department’s BearCat armored tactical and rescue vehicle and a CHP helicopter were called to the scene. Officers ultimately opted to remove a spike strip in front of the truck and allow Roswall to leave the scene without being pursued, according to radio traffic.
