The measure, called constitutional carry, allows people law-abiding people to carry a firearm. citizens have the right to do so whether they are residents of the state or not. The key word in the law is “legally.”

Certain circumstances prevent a person from owning or possessing a firearm: being convicted of a felony, being convicted of a violent offense, or being convicted of domestic violence. Other circumstances exist, but Caleb Morse of The Rustic Renegade in Lafayette says they rarely see them. In his article, he references a 2018 law requiring that a licensed gun dealer must notify the local law enforcement agency if an application is denied. The sheriff says his office has been inundated with reports lately.

It also warns licensed firearms dealers in the state of Louisiana and suggests a sign indicating the seriousness of attempting to illegally obtain a firearm:

If the “seller” is caught failing to report the denial, they are then reported to federal authorities. We urge firearms dealers to post a sign stating that “any attempt to fraudulently purchase a firearm will be reported to law enforcement and you may be charged with a crime” if they do not 'have not already posted any.
