Key Player in International Springfield Drug Trafficking Ring Sentenced to 145 Months in Federal Prison

Eugene, Ore. – A major victory in the fight against drug trafficking has been achieved with the conviction of Rodolfo Arroyo-Segoviano, a 38-year-old resident of Springfield, Ore. Arroyo-Segoviano, a key member of an international drug trafficking organization operating out of Lane County, Ore., was sentenced to 145 months in federal prison, followed by three years of supervised release.

Details of drug trafficking operations

Court documents revealed that between April and August 2020, Arroyo-Segoviano played a crucial role in managing the drug trafficking organization’s local distribution network. The organization was responsible for trafficking large quantities of methamphetamine, heroin, and cocaine from Mexico to the United States. While the organization’s leaders operated out of Mexico, Arroyo-Segoviano was responsible for coordinating the receipt, storage, and distribution of the methamphetamine in Oregon. He also managed the collection of drug trafficking proceeds and the payment of the organization’s leaders in Mexico.

Arroyo-Segoviano's responsibilities extended to supervising local associates, which included recruiting, compensating and directing their operations. His management skills ensured the smooth operation of the drug trafficking network in Lane County and the surrounding area.

Major seizures and arrests

As a result of the investigation into the organization, law enforcement seized more than 178 pounds of methamphetamine, 12 pounds of heroin, six pounds of fentanyl, 18 rifles, three rifle scopes, and ammunition. In addition, investigators seized approximately $1.2 million from the organization, including more than $400,000 in cash. This operation resulted in the arrest and conviction of 35 individuals, including supply sources in Mexico, couriers, local cell phone carriers in Lane County, and first- and second-tier distributors responsible for sales around Eugene.

Natalie Wight, U.S. Attorney for the District of Oregon, emphasized the importance of these prosecutions. “The prosecution of this international drug trafficking organization represents the tireless dedication of our federal, state, and local law enforcement partners who are combating the drug trade that plagues our communities.”

Legal proceedings and convictions

Arroyo-Segoviano was charged on July 31, 2020, with conspiracy to distribute methamphetamine. He later pleaded guilty on April 3, 2024, to a superseding count of a criminal information charging him with conspiracy to possess methamphetamine for the purpose of distributing.

The extensive investigation that led to Arroyo-Segoviano’s arrest and conviction was conducted by multiple agencies, including the DEA, FBI, IRS-Criminal Investigation, U.S. Marshals Service, Springfield Police Department, Eugene Police Department, Lane County Sheriff’s Office, Oregon State Police, Linn Interagency Narcotics Enforcement Team (LINE), and Douglas Interagency Narcotics Enforcement Team (DINT). The case was prosecuted by Assistant United States Attorneys Joseph Huynh and Judi Harper for the District of Oregon.
