Individual arrested during fight at Jenkins Park on Saturday

A fight on Saturday afternoon in Jenkins Park in Norwich has so far left two people injured and one arrested.

Jaylen Jarmon, 23, was arrested Saturday and charged with breach of peace, assault on a police officer, second-degree assault and obstructing a police officer. Jarmon posted $250,000 bail and was released, according to a news release from the Norwich Police Department.

Law enforcement was called at 4:48 p.m. Saturday. A woman called the department saying a possible fight broke out over an ex-boyfriend. Two police officers saw 10 to 20 people fighting outside the fence closest to the basketball courts. An event of 200 to 300 people was taking place at the time. Others at the event surrounded the officers as they tried to break up the fight, and the officers called for backup.

The event was a 5-on-5 basketball tournament in memory of Camaury Clack, according to a flyer posted on social media. Clack was killed in May 2023. The next court date for Stancovitch Fabre, who was arrested and charged with the murder, is Sept. 4.

While a police officer was helping an injured man who was waiting for an ambulance, Jarmon allegedly punched another man a few feet from the officer. Jarmon allegedly continued to assault the man while he was pepper-sprayed by the officer, the police news release states.

What led to the arrest?

Backup arrived and went to arrest Jarmon. He allegedly did not comply and began attacking officers. One officer was allegedly choked and beaten by Jarmon. Other officers allegedly used force on Jarmon, but he allegedly would not let the officer out of the chokehold until he was tased. Once Jarmon was arrested, he was escorted out of the area as the crowd became hostile toward police.

Several people surrounding the police officers were pepper sprayed. According to the police press release, the individuals were hostile to the police and refused to leave the scene.

Officers from other agencies, including Connecticut State Police, Montville Police and Ledyard Police, assisted and helped put an end to the event.

The injured police officers were sent to Backus Hospital.

The Norwich Police Department is aware of footage of the event posted on social media. The department said the videos do not address what officers encountered. Body camera footage will soon be released to the public, but the identities of the minors must first be redacted.

“The Norwich Police Department prides itself on its community engagement and participation and will work with community leaders to ensure events like this do not take place without appropriate public safety measures in place. in place prior to the event,” the press release states. “While we are aware that any use of force by an officer, on its face, is visually and emotionally upsetting, we ask that you not judge the Norwich Police Department and Norwich Police Officers until that all the facts are presented. »

The investigation has been open since Sunday and other arrests could take place. Anyone who witnessed the incident or has information or video is asked to call the department at 860-886-5561.
