Felipe Hernández Jr. named Alexandria Fire and Emergency Medical Services chief

City Manager James F. Parajon on Thursday named Felipe Hernandez Jr. as the new chief of Fire and Emergency Medical Services.

ALEXANDRIA, Va. — The city of Alexandria made history by appointing its first-ever Latino fire and emergency medical services chief. City Manager James F. Parajon on Thursday named Felipe Hernandez Jr. as the new chief of Fire and Emergency Medical Services.

Hernandez spent more than 25 years in the fire service and served as fire chief for the city of Rochester, New York. Hernandez retired from Rochester in 2023.

“Chief Hernandez impressed our team with his experience and technical skills in fire and emergency medical services,” Parajon said. “It brings a modern, data-driven approach to public safety. But more importantly, Chief Hernandez knows that strong relationships with good people will ensure the continued growth and prosperity of our organization. He is a highly effective communicator and leader, with the qualities and resilience to lead our fire service for years to come.

Hernandez will succeed James Schwartz, who has served as interim chief since January. Schwartz retired in 2021 as deputy county director for public safety and technology in Arlington. Schwartz served in the Arlington County Fire Department for 32 years, 11 of which were as chief.

“We can’t thank Chief Schwartz enough for his unwavering commitment to Alexandria,” Parajon said. “Chief Schwartz came out of retirement to help us because he loves the City, Fire and Emergency Medical Services and the department. We are extremely grateful for his guidance, wisdom and support as we continue to move forward.
