Fatal shooting in San Jacinto caught on surveillance video showing man shooting randomly at passing cars

SAN JACINTO, Calif. (KABC) — Surveillance video obtained by Eyewitness News shows the moments a man armed with a semi-automatic weapon began shooting at passing cars on a busy San Jacinto street, killing one person.

Julio Rodarte, 39, was arrested on suspicion of murder and 10 counts of attempted murder.

“It's so sad, you know, very sad,” said Enrique Tores, owner of E. & E Tires, located near the filming. “Behind there were 5 or 6 people working, you know, and I was afraid he was going to break into my business and start shooting people.”

He said he heard nearly 30 gunshots during the incident.

The incident happened on State Street, north of W. 7th Street, shortly after 7 a.m. Monday.

Rodarte apparently first stopped at an area market and attempted to buy a glass of alcohol, but did not have enough money. He left and moments later allegedly pulled out his gun and opened fire.

He dropped the magazine first, then the gun. Then, Tores said, he took off all his clothes.

“He was completely naked and he kept walking. And that's when they called the cops.”

The police quickly arrived and took him into custody. Several cars were damaged, one man was killed and another injured.

A GoFundMe account has been created for the family of Victor Hugo Léon, 42, identified as the man who died in the shooting.

The page states that Léon leaves behind a wife, three sons and a daughter. He was almost home from his night job when he was shot.

“Victor’s smile and sense of humor will be truly missed,” the page reads. “He leaves a void in the hearts of those who knew him.”
