DVIDS – News – U.S. Air Force, City of Tohuko Reach Historic Fire Protection Agreement

U.S. Air Force Col. Michael Richard, 35th Fighter Wing commander, and Tohuko City Mayor Koji Nagakubo signed an international memorandum of understanding (MoUI) in Tohuko-Town, Japan, July 1, 2024. This landmark MoUI marks the first fire protection agreement in 25 years and the inaugural agreement with the Chubu-Kamikita Regional Business Association Fire Department, underscoring a shared commitment to fire protection.

The 35th Civil Engineer Squadron (CES), led by Master Sergeant Aaron Strayhorn, Deputy Fire Chief, and Mr. Hitoshi Mikami, Deputy Fire Department Operations Chief, worked with local authorities for nine months to achieve this MOU. This collaborative effort strengthens ties with Japan in fire protection and rescue, ensuring increased safety and cross-community collaboration.

“It all started with our gratitude for their support after last year’s incident,” Strayhorn said. “That’s when we recognized their critical role and quick response around Lake Ogawara.”

Part of Lake Ogawara falls under the jurisdiction of Misawa Air Base, providing a unique setting as the Chubu-Kamikita Regional Business Association Fire Department oversees emergency response incidents for the remainder of Lake Ogawara.

“We became aware of the complexity of their jurisdiction during the incident on the base beach last year,” said Master Sergeant Andrew Kehl, 35th CES fire chief. “When we needed help, Chubu-Kamikita responded quickly. It became clear that formalizing our mutual aid agreement was essential.”

The MoU ensures mutual assistance in emergencies, strengthening the ability of both communities to provide rapid and coordinated responses.
“This agreement is critical beyond our respective jurisdictions,” Strayhorn said. “It integrates their departments into joint operations, facilitating continued support anytime, anywhere.”

The MoU enables rapid response to fire and rescue incidents, fostering deeper communication and reliable support. By leveraging the strengths and resources of both military and civilian agencies, this partnership ensures the safety and security of these critical areas, emphasizing the importance of coordination and mutual support.

“This agreement fundamentally reflects our shared commitment to mutual aid,” Kehl concluded. “Our partnerships are our greatest strength in the face of adversity, as they ensure the resilience of our missions.”
