Davis Task Force, FBI Agents Arrest Suspected Methamphetamine Distributor, Confiscate Drugs Stored at 3 Locations

SALT LAKE CITY, Utah, June 2, 2024 (Gephardt Daily) — A northern Utah man was booked into the Salt Lake County Jail Thursday after arrest warrants were served at three locations by officers from the Davis task force and FBI agents.

Fermin Castro Tovar, 25, was arrested for investigation of three counts of allegedly distributing/offering/organizing the distribution of controlled substances, a second-degree felony.

“The primary suspect, Castro Tovar, was involved in this investigation and delivered controlled substances to a confidential source in May 2024,” states his affidavit, filed by a Davis County Task Force officer.

“From these controlled purchases, search warrants were obtained. Castro Tovar had been followed and his vehicle monitored using a GPS monitoring device.

Officers conducted a warranted search of Castro Tovar's storage unit and found approximately 25 pounds of suspected methamphetamine.

Castro Tovar was then arrested by officers as he returned to his residence (with no location given) and “was taken into custody without issue.”

Castro Tovar, who apparently only speaks Spanish, was read his Miranda rights and was interviewed in Spanish. He agreed to be interviewed, the affidavit states.

“Castro Tovar indicated he had approximately six pounds of methamphetamine inside his residence and explained where the methamphetamine was located.”

Castro Tovar admitted to having access to the storage unit searched by the agents and to coordinating deliveries of methamphetamine there. He admitted to having the keys and being responsible for the contents of the unit, his affidavit states.

After initial hesitation, Castro Tovar also admitted to having a unit in the Shadowbrook Apartments, to which officers said they frequently followed his car. Castro Tovar “admitted to using this apartment to store some of the methamphetamine,” adding that no one lived in the unit.

During a warrant search of the apartment, “officers located a large trash bag containing approximately 15 pounds of methamphetamine and a crate containing approximately five additional pounds,” the affidavit states.

“Castro Tovar admitted to having access to the three sites and to being responsible and temporary owner of all the methamphetamine seized. He was the one who had direct contact with the supply sources to collect the methamphetamine and distribute it throughout the area,” his arrest documents state.

Castro Tovar is originally from Mexico and has no legal status in the United States. He has family in Mexico and is considered a flight risk.

“U.S. Immigration and Customs Enforcement (ICE) agents also had a history of deporting Castro Tovar and placed ICE on hold for the immigration portion of this investigation,” the affidavit states.

He is being held without bail in the Salt Lake County Jail.
