Davenport man sentenced to 13 years in federal prison for conspiring to distribute cocaine and crack

A Davenport man has been sentenced to 13 years in federal prison after pleading guilty to a charge that he conspired to distribute cocaine and cocaine base, or “crack,” in the Quad-Cities.

Domonique Deshawn Parrow, 38, was sentenced during a hearing Thursday in U.S. District Court in Davenport.

U.S. District Court Judge Rebecca Goodgame Ebinger sentenced Parrow to 156 months, or 13 years, in federal prison for the drug conspiracy charge. Parrow pleaded guilty to the charge on February 7.

Ebinger also sentenced Parrow to three years of supervised release after completing his prison sentence.

A charge of possession with intent to deliver a controlled substance was dismissed as part of a plea deal.

There is no parole in the federal prison system.

Parrow was initially charged at the state level after officers from the Davenport Police Department's Tactical Operations Bureau and members of the Scott County Sheriff's Department's Special Operations Unit executed a search warrant at his Davenport home on March 2, 2023.

During the search, officers seized 11 individually wrapped plastic bags containing crack cocaine, a total weight of 77.80 grams, seven individual plastic bags containing 129.10 grams of powder cocaine and 10.85 grams of marijuana.

Officers also seized a Taurus 9mm pistol that had been reported stolen and $10,720 in cash.

Parrow was arrested on charges of possession with intent to deliver cocaine and crack cocaine and being a felon in possession of a firearm.

On May 9, 2023, a federal grand jury indicted Parrow on charges of conspiracy and drug possession with intent to deliver a controlled substance.

Parrow will receive credit for time he served in custody awaiting trial and sentencing on the charges.

This is Parrow's second federal prison sentence. On October 28, 2008, U.S. District Judge John Jarvey sentenced Parrow to 60 months, or five years, in federal prison after Parrow pleaded guilty to a felony charge of possessing a firearm. He was last released from the Federal Bureau of Prisons on August 6, 2014, according to electronic Bureau of Prisons records.
