Codington County Sheriff Brad Howell presents monthly report to commissioners | Local News

KXLG – Watertown, SD} During Tuesday's briefing to the Codington County Commissioners, Codington County Sheriff Brad Howell presented a comprehensive report detailing the activities and financial statistics of the Sheriff's Office and Detention Center as of April 2024 .

Financial Highlights:

  • A total of $15,445.03 was collected as office fees, which were retained by the county.
  • Commissary sales: The Detention Center sold commissary items totaling $2,157.73generating a commission of $3,168.49 for the county.
  • Contract and Program Fees: The county collected $4,380.00 out-of-county prisoner contracts, $1,420.00 in external placement costs, $9,173.00 for the 24/7 sobriety program, and $4,011.00 in cost of SCRAM bracelet (continuous safety remote alcohol monitor).

Operational statistics:

  • Law enforcement: The sheriff's office responded to 521 cases/service callscompleted 4 accident reportsserved 43 mandatesand served 293 sets of civil papers.
  • Transportation of detainees: A total of 2,920 miles were covered for the transportation of detainees.
  • Prison population: The average daily prison population was 47.2with a maximum of 53 and a minimum of 42.

Sobriety and supervision programs:

  • SCRAM bracelets: 18 people were monitored with SCRAM bracelets.
  • Breathalyzers: 13 people used remote breathalyzers.
  • PBT testing: 39 people underwent PBT (preliminary breath test) screenings twice daily.
  • UA Drug Testing: 62 people reported twice weekly for urinalysis drug testing.
  • Anti-sweat patch: 2 persons were monitored with a sweat patch.

Reservations and screenings:

  • Reservations: The Detention Center treated 221 reservations throughout the month.
  • Security checks: Security personnel, including Dave, were screened 458 individuals.

Sheriff Howell also highlighted the completion of annual staff training and qualifications and mentioned an upcoming follow-up meeting with the architect to discuss space needs for the Sheriff's Office.
