Frane will oversee the administration and management of the Barnstable County Correctional Facility as well as the Bureau's law enforcement and public safety operations.

“Superintendent Frane comes to us with a wealth of corrections experience and qualifications from her 27 years of service with the Norfolk County Sheriff’s Office,” said Sheriff Buckley. “I’m excited to have her help us with all aspects of our operations.” But I am particularly impressed by his commitment to reentry programs and services that will guide incarcerated people toward better lives.

Frane began her career in 1997 as a correctional officer. She rose through the ranks as Director of Classification, Deputy Superintendent of Classification, Programs, Education and Compliance and Deputy Superintendent of Corrections Operations.

In Norfolk, Frane oversaw security, medical and mental health care, classification, programs, education, reentry, victim services and training.

She holds a bachelor's degree in criminal justice from Columbia Southern University and a master's degree in criminal justice from Fisher College.

Frane is a technical support coach at the Jails and Justice Support Center in Washington DC. She does criminal justice consulting with the Moss Group Inc. of Washington, D.C., and is an assistant professor at the University of Massachusetts, Boston.

A board member of Massachusetts Women in Law Enforcement, she is also a member of the American Jail Association's Education and Professional Standards Committee.

Frane replaces Major Robert Ahonen, who retired in February. Buckley said she is deeply grateful to the former Suffolk County Sheriff's Office superintendent. Michael Harris, who served as interim superintendent.
