A man suspected of being under the influence of marijuana was arrested following a collision in Vallejo after he brandished a firearm and attempted to leave the scene of the incident.

Police say Nathan Kennedy, 23, was stopped by bystanders as he attempted to leave the scene of an accident that occurred on the afternoon of May 25 near Maple Avenue and Webb Street.
