ABC-7 seeks answers regarding unfinished construction projects near West El Paso Alamo Drafthouse

EL PASO, Texas (KVIA) — Motorists in West El Paso, near the intersection of Mesa St and Monticello Boulevard, will see brand-new condos, restaurants and entertainment venues on one side, and other unfinished construction work.

The City of El Paso told ABC-7 that project details are, “Based on permits submitted, the project consists of a multi-story, mixed-use complex that includes parking, retail and apartments.” .

Construction began in 2019, and grading began in 2014, according to the city.

The City also indicated that at this time all permits have expired and the last inspection took place in December 2021.

ABC-7 was able to connect with a spokesperson for EPT Land Communities Property Management with Montecillo, who said that within 120 days, construction of streets and walls would begin.

However, the apartment portion of the project is in dispute, as the spokesperson said the contractor had “quit.”

The site contractor is EMJ Construction, whose website says its office is located in downtown El Paso.

ABC-7 visited the downtown location and received a contact for EMJ's business development manager.

The EMJ manager told ABC-7 he couldn't talk about the project due to litigation and connected ABC-7 to the company's legal team.

ABC-7 reached out to EMJ Construction's legal team and is still awaiting a response as of the publication of this article.
