3 people arrested during execution of search warrant in Montgomery County

THE WOODLANDS, Texas (KBTX) – Montgomery County detectives arrested one person in connection with a child pornography investigation on Thursday, and two others were arrested after detectives executed a search warrant at the home.

Robert Walker, Frances Walker and Leigh Baker were arrested after Montgomery County detectives executed a search warrant at the Walkers' residence in New Caney.

The warrant was executed through collaboration between multiple precincts of Montgomery County Police Departments, the Montgomery County District Attorney's Office and the Houston Metro Internet Crimes Against Children Task Force. Public Information Officer Lt. Ken Washington said collaboration between multiple agencies allows them to successfully investigate crimes like this.

“The predators have always been there. It’s just a matter of agencies having the resources and the tools to go find them,” he said.

Police said Robert Walker was the subject of a “proactive investigation” regarding child pornography.

“Either by soliciting or attempting to distribute or share some form of child pornography or whatever. Together with our detectives, they are beginning to investigate to find out the nature of this case,” Washington said.

When detectives entered the house, another crime scene awaited them. They located an infant and nine animals living in what they described as an “uninhabitable” home.

“There was a lot of feces and urine that was soaked into the ground, which creates a very unstable situation as far as the ability to breathe,” Washington added.

The Woodlands Fire Department Hazmat Team, Child Protective Services and Montgomery County Animal Control were then called to the scene. The infant and animals were removed. Washington said it was not yet known whether the child was a victim.

“Identifying who the children are in these images is to identify possible other victims. So right now we are trying to find out who these victims are,” he said.

Robert Walker was ultimately charged with five counts of promoting/distributing child pornography, child endangerment, and animal cruelty.

Frances Walker and Leigh Baker were also charged with animal cruelty and child endangerment.

“We want to go out there and protect the children at all costs to ensure their safety,” Washington said.

Police records show Frances Walker and Leigh Baker are out of jail. Robert Walker remains held in the Montgomery County Jail on $170,500 bail.
