1 dead in officer-involved shooting in Haskell County, KBI investigating

HASKELL COUNTY (KWCH) – The Kansas Bureau of Investigation (KBI) confirms that a 37-year-old Ulysses man is dead after an officer-involved shooting in Haskell County on Sunday.

According to the KBI, around 1:50 a.m., a Haskell County deputy attempted to stop Richard Castillo at the junction of Highway 83 and Highway 56. This attempted traffic stop led to a chase.

The KBI said the deputy called for help and the chase continued up Highway 144 until Castillo turned east onto Highway 144 and attempted to turn around. -turn, striking the deputy's vehicle and stopping in the north ditch.

“Both officers on scene gave verbal commands to the suspect, Richard Castillo, 37, of Ulysses, Kan.,” the KBI said. “Castillo pulled out a firearm from inside the vehicle and both deputies fired their weapons, striking Castillo.”

EMS responded to the incident, but at 2:55 a.m., a coroner pronounced Castillo dead at the scene.

The KBI said the deputies involved have been placed on paid administrative leave and will conduct an investigation into the shooting.

The Kansas Highway Patrol is assisting in the collision investigation.
